The schematic shows the correct anode voltage for the EL11: 200 volts - approx 10 to 15 volts (because of the DC resistance of the primary winding of the a.f. output transformer). You will find these voltage in the schematic nearby the anode of the tube EBF11. But the is a little value problem in the schematic: The anode voltage of the ECH11 behind the 10 k ohms resistor is 230 volts and the anode voltage of the EBF11 (except any resistor) is only 200 volts !!! This is an error by the schematic drawer!
I think the voltage after the pre-magnetizing coil is to low. The current through the EL11 is also too low. Perhaps the AZ1 is not in good state. Or there is a hidden current from + anode voltage to ground in this set Perhaps a capacitor with a leak current? But maybe also the power supply fiter caps have a problem.

Danke fur das antwort. I have seen more differences in the schematic and the real thing. i will check for it. Also the circuit around EF11 is different. I will check for bad c's and do some more measurements. To make sure, i do not have the AZ1 in use because i do not have the original tansformer. I do not know what the secundary voltages of this transformer should be. Greetings
